The short answer is yes/no/maybe/idgaf realistically speaking everyone whose selling IM's has probably the same chance of duping except probably specific Chinese Whales. This includes the person who provided the evidence himself.
As for duping, there is 0% chance for duping to ever be removed. As long as there's a server side and a client side there's always a chance for dupe to happen, be it intentionally or unintentionally.
So If you want to be safe, do more research and outsource properly, perhaps not even buying from players recycling money within players and helping the developers itself would be a better choice.

oh i am asking because i have some friends who bought from him and got their items deleted i was making sure but it seems you don't give a fuck about it so i think am wasting my time because i was thinking of getting stuff but it seems the mods and the admins who seems trustworthy are all bunch of crazy ppl non sense in them this game not worth my time anymore when it run by bunch of "clowns" as mentioned in the document good bye sir and go fuck your self

Thank you for your warm and heartfelt message i deeply appreciate it. Considering i'm a crazy clown that is not worth your time, I'm not sure why would you waste your precious minutes to say goodbye.
