This is like update to the very first one that i did hence v2. For those of you that wants to see my old tier list, it's all the way below. i did some changes and theory-crafts, hence the update. As much as this is a budget tier list, this tier list is optimal for when your pet(s) have at least a Friendship Brooch or Speed Ring, hence.. Budget Tier list. For those F2P players... I will also be inserting my F2P-Rating and reasons why. You will notice some mediocre pets having high ratings for F2P.
I was thinking about doing this for quite some time since pets have always been a huge part of WLO. There is no point for creating a tier list for whales as 75% of them would be top tiers regardless. This is based on my experience with all of the pets. I would be listing the reasons why they are at that particular tier. If you are wondering why there is no longer an A+ tier, There are more B+ Tier units than A+ and i'm happy leaving Victoria 1 tier lower which isn't really that different.
Not in Order of pictures.
S Tier - Amazing all-around. Basically no way you can go wrong with this.
Roca - Easy to wash, Non-Elemental Pre-reborn skill and a 2 Target Reborn Skill. She is probably the closest you can get for another Player Character. Her low stats at the beginning and being not able to burst are probably the down-sides to her, but it definitely make washing easy. Being a Physical Character helps in the long run. No change to her Tier.
F2P Rating - 6-7. She is still great at carrying you through most parts, just not as good as some below, some of them doesn't even need washing.
A Tier - A substitute of S-Tier if you want a bit more flavor.
Most of them excel at what they do.
Xaolan - She is the best defensive support. You can burst her, but it could be quite a pain to do it. As long as you build her in a Con/Agi state, she would do just fine. Stone Wall and a food feeder. OR you can build her into a damage dealer. Star is a fire-elemental skill which means she does have the same ability as Roca at dealing damage to elements they are weak against. Having the option to be a defensive support or an offensive unit is amazing. The only problem is that ALL INT Pets are capable of missing their attacks. Otherwise Xaolan would be an S-Tier unit. Pretty easy to wash too. No change to her tier.
F2P Rating - 8 if you go the support route. 3 on the other. Her SP costs are pretty high for a pet who have low MAX SP. She ain't carrying you through training that's for sure.
Victoria - She is basically a single target version of Roca, minus that non-elemental skill. She does however have the ability to burst and does have better stats than Roca, which also means harder to wash. No change to her tier. Same ol' Victoria. She does have the sweetest looking weapons out of all the pets.
F2P Rating - 9. Obtaining pets is so darn easy with people volunteering left and right. Technically, since she have better stats, she will do better than Roca in every regards.
Shasha - Best Sealer IMO. She does have mediocre stats and the capability to burst. A 2 Target Seal that last for 2 turns. Slightly harder to wash when compared to Xaolan. Strangely enough, she can built as a hybrid as she have a physical skill pre-reborn and a magical skill post-reborn. Still think its better to just wash her in INT and Con. Since INT is a major factor in sealing, you don't have to build her for MATK and speed set is definitely cheaper.
No change to her Tier.
F2P Rating - 10, seals as a whole are gamechanging when they connect and since they rely on INT and not MATK. It's F2P meaning you don't have to rely on equipment, until you count speed. Don't count on her to carry you through training though.
B+ Tier - They are basically A Tier with certain flaws.
Fred - Due to his high stats, he is hard to wash. One of the decent ones in terms of damage and capable of hitting 4 Targets, Single Target and Multi-target MATK at it's finest. The only reason why he isn't A is because Magic has a chance to miss and it isn't pretty when you miss. Xaolan is A tier because of her versatility. Fred is basically an All-Out Damage user with a chance to miss. I have been using Fred and at times, his damage feels lacking when compared to Eva/Roca and possibly Niss. From an A Tier to a B+.
F2P Rating - 8. Still rather decent in terms of damage. You would definitely see a huge difference when he has a brooch and when he doesn't.
Eva - Decent stats and the capability to burst. Has a great seal, sadly it isn't double target like her Mobile counterpart. She does well in term of Damage, but her lack of Con does hamper her survivability as with most Magic Using Pets. Her Post-Reborn Weapon does have a decent crit %, but it is the only one capable of breaking.
Previously a B-Tier, now a B+ Tier. A glass cannon. I always rate supports higher than DPS when it comes to non-whaling.
F2P Rating - 7. Decent in damage, have mess for versatility.
Charlotte - Her reborn just came out earlier today, she is rock solid for a speed ride. Capable of being the best, if whaling is involved. Saddle cost as much or lesser than Brooch. Unfortunately, she is still bugged, her reborn skill and equipment are missing, but you don't need those for a ride. Previously C-Tier, but i adjusted this tier list to fit the term budget more accurately.
F2P Rating - 0. Don't use this pet for a F2P player. Rides are the last thing you will focus on.
Hayate - A wind version of Victoria, can't be burst but does have a Double Target AoE Skill. Due to her decent stats, hard to wash. She is basically Victoria that sacrifice some attack for speed. Since wind does the most damage to every other element after Fire, her damage scaling isn't that bad. Unless you like using Hayate or have a Roca/Victoria in your team, you are better off with the latter. Previously a B-Tier. Got outclassed by 2 better damage dealing pets.
F2P Rating - 8. Still a decent pet regardless despite being outclassed by 2 other pets that are pretty much the best in dealing damage. Served me well. Could also give you more variety when killing units.
B Tier - They are great but not amazing. Can be used as substitute for any of the B+/ or last resort A-tiers.
Clive - If you wanted a Wind version of Roca, it would be Clive. Unfortunately, he isn't as good. Lack a non-elemental skill, but have a better AoE reborn skill(Hits 4). Pretty similar in terms of stats. Clive would easily be in the A Tier if he actually have the stats for it.
Niss - B+ Tier if not for the fact that she has pathetic stats and take so much resource just to make her useful. Annoying to train. Easy to wash, but with her pathetic stats, it won't really make much of a difference. She does have one of the best nuking abilities in her reborn skill and the best AoE skills, but with low stats, you won't be able to use her to do the one and only job that shes capable of doing. Even a flick on her forehead could cause head damage to her. Did i forgot to mention that like her brother, has the chance to miss? Previously a C-Tier, but with a Brooch, her ability just skyrockets with the at least somewhat decent gears.
F2P Rating - 2. A casual F2P/new player should not try to attempt using her.
Qlaya - Similar to Eva minus the lack of a crit weapon, but hey at least it's unbreakable. Her damage isn't as high but that's mostly because she is wind. All winds suffer this same fate due to the damage formula for elemental affinity but they are still the 2nd highest. Her speed is definitely higher though. You can build her as a decent sealer or a somewhat decent DPS user. Still a B-Tier Unit.
F2P Rating - 7. Coma is basically an easier to hit Terra but 1 less round. Hands down the best single target seal on a pet. Until there is a pet with Terra/Tree Bind that have reborn, otherwise, Qlaya is still the best at single target sealing.
C Tier - There are pets that does the same thing, just better.
Shizune - Wind Version of Shasha. Sadly, cord doesn't always last for 2 turns like freeze does. Lacks a reborn, otherwise potentially a B Tier.
You would be surprised that i rate Shizune higher than Venus despite Venus having a better seal. But again, if you have a rating like C, you are better off not using her. Previously a D rank. Shizune would probably have access to Reborn WAY WAY WAY Earlier than Venus & there is a high chance that Venus might not have reborn.
F2P Rating - 0. Should never be used since Shasha/Qlaya is available and they are better.
Angela - Best Healing Support. Decent stats. The only problem is that she have to focus on too many different stats. You have to make her beefy enough to survive and fast enough to put some heals in. Her healing is affected by MATK and she uses SP pretty quickly. This is what you call an inconsistent pet.
Still a C-Tier unit.
F2P Rating - 1. Healing is always a last resort and she literally needs too much resource to make her decent. Always priorities seals and damage.
Not Even Worth It Tier - Basically not worth it unless you are a whale. Even after whaling, they might not be as good as the others listed.
Elin - Guns... would have been insane in dishing out damage if Hot Fire affected Guns. Shes tanky and have 2 AoE skills which does give her flexibility. Most of the time used as a meat shield and Feeder. Previously a C-Tier. i rather have a seal than sub-par damage, hence her drop in Tier.
F2P Rating - 10. Good at getting you through training, great at helping you clear the small mobs that constantly harass you. Other than that...dreadful.
Kanako - The other Healing Supports. Mediocre stats, can't burst. She is more of a physical pet but only MATK affects healing as a whole. Unfortunately, not affected by Hot Fire. Beautiful though.
Previously a C-Tier. She is basically a single target Elin and if Elin is in here, she too will be here.
F2P Rating - 9. Pretty much the same as Elin, except the wave clear.
Magellan - Ahhh Magellan..Where to start. Capable of bursting is probably the only positive about him. Not great at dishing out damage. neither is he great at tanking. Ohh well at least you do get stars for killing him. Same Tier as before.
F2P Rating - 0. I don't know who in the right mind would use him, but i know of people who does. Earth does the lowest damage as compared to the other 3.
Sam - I have never rated Sam highly. Capable of bursting, somewhat decent stats. Not great at dishing out damage but he could be rather tanky.
Previously a B-Tier. What was I on when i rated Sam a B-Tier Pet? There is no way Sam is on the same level as any of them that is previously on B-Tier.
F2P Rating - 3. Still better than Magellan, except that Magellan would hands down wreck him in a 1v1 fight on an equal level. Water shield can always be helpful.
Athena/Venus - They are basically the same, one being physical and the other being magical. One is a Fire, the other is a water. Great stats. but starts at lvl 50 which means pain to wash. Venus can be burst while Athena can't. If there comes a day where they are gifted Reborn, they might be A Tier at least. Till then, not recommended. They came together, thus rated together. Same Tier as before.
F2P Rating - 5. There are better pets.
Louis - Basically a single target version of Elin. Have the same problem as Elin, just lacking a reborn for now. Even with a reborn i don't think he would be that great until they allow guns to be affected by Hot Fire. One of the 2 likeliest to get a reborn next. Same Tier as before.
F2P Rating - 8. Whatever Louis can do, Kanako can do it as well. Lacks a heal.
Monkey - Hands down the worst pet in game, not counting the homeless guy. Could be burst, could be used as a ride and could be fed. There is a better Spd pet and a better Atk pet. Same Tier as before.
F2P Rating - 0. When you can obtain a pet in the first location you meet others, not counting Robinson's island, You know it's garbage.
Robinson is worse than monkey. That's all you need to know. He can help you for the first 50 levels and be totally worthless for the rest of the game.
Potentially
Joan - A water Version of Victoria/Roca. Decent stats. So why is she in this tier if she is the water version of an A/S Tier Pet? Simple. No Reborn. The other most likely to get reborn for pets. Decent pet in damage, sadly she is water, who is 3rd in overall damage. Time will tell if she could fulfill her potential.
F2P Rating - 5. Rather average.
Arez - Best Atk Ride that could be fed, but like Charlotte, it's more likely for a whale to be able to utilize him properly, though unlike Charlotte, doesn't have a reborn. Pretty sure he have a reborn in one of the versions. At least this would mean less Combat Tiger.
F2P Rating - 0. Same as Charlotte.
