Explanations:
SS // Best pets in the game, you can't go wrong.
Roca, early access (Kelan Village), best typing in game (Fire), Physical (Pretty much good all the way up till R25, and certain rounds past that), very versatile skill set, okay stats, pretty consistent washing, no star rb method.
Roca in all honesty is the one of the best pet in the game, you can simply never go wrong with her, there's no weakness in her kit except in 30R where physical does 0 DMG except voter's fatigue i suppose.
She has, a very strong single target fire element skill that has good ratios. (Fast Animation, low SP Cost), as well as non typing physical skill (Low SP Cost, Okay damage), X-X AOE (Meh SP Cost, decent damage)
Monkey, early access (Starter beach), burst-able (Banana skill), Physical (Good till R25, past that for 25+ certain rounds does 0 dmg), versatile skill set, very easy washing, tanky, semi-decent RB weapon.
Monkey. Has some headaches like her annoying RB quest. She has a semi decent skill trio of a Non Elemental Physical, X-X Aoe and Buff (Useless skill in my opinion). In most cases, she's not as good as Roca, but considering she has no elemental weaknesses, while having a single target skill innately this allows her to be one of the best pets in the game. She is also tankier due to being Earth.
Athena, Very good stats (Highest Base stat total with Venus), Magical (Un-missable RB Skill), versatile skill set (Has T AOE + ST), best typing in game (Fire)
Athena. In all honesty... Probably the best pet in the game. She's definitely better than Monkey and very likely better than Roca. She's what Fred wishes he could be, but could never achieve. Having the 100% hit ST skill basically makes her the only viable MATK pet in 30R, while being a must have if you don't rely on characters. On-top of which she has better stats than Fred, while having the same AOE but more flexible (It's a flexible T/Reverse)... oh and she has no RB method.
S // Very good but could be better
Eva, best typing (Fire), good aoe (6 targets) (Single Target + Burst-able Mess), okay stat spread, very good RB weapon (40% Crit un-breakable), no star rb method.
Eva, okay let me explain a little. She's not as good as the above 3, her Mobile version has 8 targets instead making her the best AOE pet in the game with Snow Girl. But she's still good enough in WLRI, she does have weaknesses, like Ghost Fire being annoying (Don't level it past 8 or it turns into a useless X-X skill), her stats aren't remarkable she often has pretty low HP which requires good washing + 12PP to reliably hit about 3k HP in most cases. Magic missing often in harder content as well being an issue, but Mess is a very reliable seal that has pretty good hit rates, she's in all honesty a better Fred still lol.
A+ // Great but has issues or powercrept
Victoria, Fire (Physical / Best typing in game), Can be bursted, good stat spread, okay skill-set.
Victoria.. Controversial to some but she's highly underrated in my opinion. If you look closely at her, she has the same typing (Fire / Physical) as Roca, while spotting better stats, slightly stronger skill (More SP cost) and can be bursted. She has issues obviously, like her RB + non Rb skill doing the same exact crap (in all honesty non rb might be better due to SP cost) while not having AOE + Non Elemental skill. Which is why she's here, she has her issues and is power-crept by Roca, but realistically speaking barring Roca and Monkey she's better than the other options. Hayate is comparable due to SPEED, but Clive / Joan / Sam / Magellan are all simply as not good.
Fred, Fire (Magical), good stats, versatile skill-set... What else.. err sexy I suppose lol.
Fred... Often people tend to rate him pretty highly, I get it nostalgia aside he has pretty good upsides like his base stats being good, his quest-line giving you PTSD and the illusion of him being strong, but realistically speaking. He's Magic (tend to miss), he does have good skill-set (ST + AOE (T)) while spotting good stats. His just not as versatile as Eva and Athena. Athena does everything he does but better in every possible way, while Eva is just a lot easier to utilize except Ghost Fire being annoying.

Most use cases, I'll say she's a versatile pet that can heal 1080 x 6 (with about 2600 matk) which makes her honestly the best A tier pet, she's honestly about A+ level.

Angela... she has 3 target heal that does about 1024 each. While spotting a dog shit attack skill and dog water element. The reason for her is honestly the potential of 3 target 1024 heal, as she has pretty much no potential as a dmg dealer barring having a Elemental Weapon, you can honestly just go CON / AGI / WIS build on her, which allows her to just be incredibly tanky to just constantly heal as a "Regenerator / Meat shield". Yes Venus is better in most cases, but Venus is likely gonna go the traditional INT > Con build, while likely runs into the issue of MATK missing. So yes they both likely suck anyways.

Hayate... She has ST + AOE(X-X), while being fast. Her skill-set is basically Roca without the non elemental attack, she's also Wind which gives her semi decent multipliers while being fast. She is comparable to Victoria in my opinion? but having higher SPD makes her harder to train (faster to train though) while her high SPD barely comes into use besides certain mid-game content and PVP, her being Wind also makes her wish she's from Hiroshima instead, as Fire attacks from most end game content likely sends her spawning. Hence why I rate her lower in general, you can honestly potentially put her higher but I don't see it personally.
A- Potential, okay I'll speed run this section onwards.
Clive... Wind, low BST honestly bait skill-set. If his rolling attack was non elemental he would've been A+ tier minimum with potential for being S but it isn't. He has the same issues as Hayate, while basically spotting lower stats which makes him even more vulnerable, while having a less reliable skill-set in my opinion (T vs X-X) I dislike T personally except Athena's as it's versatile, while the others are just plain ass. I just think his a strong base-line as a Potential pet that can basically be as good as a A tier pet.
Kanako... Water, okay BST, dog weapon and Rb skill. Okay hear me out,normally she would be easily in B- tier alongside Elin, the only reason I put her here is because Recover on Int > Con build allows her to heal constantly 1024 x 2 targets for 3 turns, if you give her a Elemental Weapon namely the Orbs she'll have the capability to deal damage while having a good support skill, hence why she's here. But in most use cases, she's flat out B- tier. Going Con > Int is also viable on certain use cases especially if your priority is just Recover.

Xaolan... Earth, low bst, can be bursted, very easy rb non rb cost method and magic. She has stonewall which makes her okay she has good versatile builds in CON > AGI > INT / CON > INT as tank build or the traditional INT > CON build, because she's earth + stonewall being decent tanky build is viable until end game content where she's kinda doodoo. She has a Fire elemental skill + earth elemental skill, which actually gives her a lot of potential. In specific scenarios, she's likely as good A+ or S tier just from this alone. But she lacks AOE, in all honesty A- is a harsh rating because having duo elemental should bare minimum give her A tier, but i'm harsh so lol.
Magellan.. Earth, okay bst, can be bursted, physical, has weird ass wonky questline where you can potentially never get him if you kill clive. Okay so Magellan is in most use cases pretty ass, he has a tanky element while spotting two pretty mediocre ST skills, but he does have good potential in the sense that you can get his Pet Food from Magellan Event, this doesn't occur super often in WLRI probably once every 3 months or so, but it does give you the endless potential of having more stats XD. Niss.. 6 AOE + ST... okay so in F2P she's mostly mediocre. She's Water (Dogwater multipliers), Magical (Misses 24/7), LOW stats (Pretty much on par with Xaolan), while basically just being worse than every other MATK pet above her, also... Eva exists, she's basically Eva but worse in every metric. B-But.. IGG whales uses her ! yeah.. If you whale you can use anyone, if you whale honestly just use Snow Girl or Athena / Whatever Physical pet you want.
Jeanne... ST + X-X... Water (XD), Physical non burst-able. I'm sorry but water physical is just bad, you want damage give her a better element. She does have a redeeming factor in having a X-X skill but her RB skill has 0 reason to exist, because it not only has 2x the SP cost of her non RB ST while also dealing lower damage. Yes it has lower Base power than Eddy congratulations... If you're bored of the pet you're using you can use her, she's okay. She's still physical, while being water, she's likely better than Sam but you're comparing dog and girl.. and based on what I know they both suck.
Shasha.. Freeze + ... Water (XD). Magical burst-able. She used to be one of the viable sealer pets until you realize freeze misses 24/7 and she has 0 potential for attacking while having no damage. Did i mention she's also water while being magical and having a incredibly potent stat spread.. Yeah she's not tanky, she's effectively as non tanky as Eva in most cases, which requires some fixing. She has not much damage potential, yeah her RB skill is int + freeze, but you'll miss and the odd chance that you hit you'll do effectively 1.5x less than a Fire Mage like Fred/Eva lol.
Sam.. Water(XD), Physical burst-able. There's a dumb build where you go CON > STR allowing him decent damage while spotting a pretty tanky exterior with Water Shield being useful in certain cases (until Earth fs exists in your team which is basically most late content anyways) For the most same issues as Jeanne. His SP costs are also pretty high so yeah.
Qlaya.. Wind, Magical burst-able. With SPD ring she's viable ... until she's not. She's squishy while having a pretty mediocre seal ability in Coma, she has no potential for damage as she's magical and wind while being so tanky she honestly should just defend.
B - . . .
Jeanne... ST + X-X... Water (XD), Physical non burst-able. I'm sorry but water physical is just bad, you want damage give her a better element. Elin . . . Okay she's potentially "usable" if you give her a elemental weapon. In that use case she's probably somewhere in-between B/A-, Earth element allows her some flexibility with being tanky while the elemental weapon allows her the chance to make use of HF + Fbrooch. In general use cases, she does nothing but be a meatshield and early pvp bully, while having guaranteed consistent damage of 500~3k depending on what you do. Which makes her incredibly useless in end-game content while her uselessness is already showing mid-game content.

Snowgirl... 8 AOE, Water, Magical. Technically strongest AOE pet in game, but who cares she's IM. If you whale you use her, if you don't whale, you melt her.

Non Rb...
All self explanatory, except the last girl.. Nuoya/Noa. She's a new pet that's based off a Vtuber call Noa ch. Probably limited edition? she has really good stats and no rb based on her dialogues but CG might milk money and give her a chance to RB or give her a quest to RB. She has good visuals and good stats and being fire she's actually pretty good early game, I mean spotting 200 ATK at level 1 is pretty insane, but past that... if she has no RB she's just here..
Charlotte... Okay so she's the best SPD pet in the game. As a normal pet she's utterly worthless.
